I have 2 new RPi 3B+ both giving a pattern of 4 long and 7 short blinks on the green ‘ACT’ LED.
It seems this indicates “Power failure type B”:

But there doesn’t seem to be any (public) documentation of what “Power failure type B” actually means
I also note that, when the USB power plug is removed from J1, the red ‘PWR’ LED continues to glow for ~ 15 minutes.
(normally, it goes out immediately).
I am using a genuine branded RPi power supply from RS: 5.1V, 2.5A; it powers others RPis fine.
As they are new, I guess the answer is just "send them back" - but I would still be interested to know what this “Power failure type B” actually means,
