Troubleshooting • USB Midi devices on start up

I have several Raspberry Pi 4's. One of them is running an OSless synth that boots directly to Minidexed, everytime it boots up it recognizes the Midi controller connected to it via USB. The midi controller is powered completely by the raspberry pi.

The other two have a bookworm OS and two midi controllers connected to them. The one midi controller is a DJ turntable controller, it is completely powered by the Pi, but whenever it starts, it is never recognized. I have to unplug and replug. The other is raspberry pi has a midi controller, this midi controller has a separate power adapter, but still isn't immediately recognized. I also have to power cycle the device to get the Pi to recognize it.

Is there any way to from software rescan the USB devices on Bookworm?
