When I hold down the spacebar and select 1 for SD card or 4 for usb SSD the pi boots onto the NVME drive.
if I edit the eeprom with: sudo -E rpi-eeprom-config --edit
and then change the boot order to 0xF641 it will boot from the SD card or 0x614 is will boot the the USB SSD.
